DIRECTOR OF LEGAL OPERATIONS (DLO)

The Director of Legal Operations (DLO) is a senior executive leadership role responsible for operational excellence at Kansas Legal Services. This position plays a critical role in leadership, operational management, implementing change, and bringing a forward-looking perspective to how KLS delivers legal services to underserved communities. The DLO will help KLS achieve its mission of providing equal access to justice and high-quality legal services at the local level.

The DLO will work closely with the Directors of Advocacy and Pro Bono to ensure KLS remains faithful to its long-term vision of functioning as one cohesive, strategic law firm rather than 11 siloed offices. This person will also work closely with the Executive Director to ensure KLS is proactive—rather than reactive—in addressing issues and challenges across its 11 offices.

The DLO will serve as the primary point of contact for managing attorneys and will conduct regular monthly calls with them to ensure alignment, communication, and operational consistency.

Along with the Director of Advocacy and Litigation (DAL), this position will help review, assess, and improve operational procedures and organizational effectiveness. This position will not have primary responsibility for any single area of advocacy but will be involved in multiple different litigation matters.

The DLO must have familiarity with and an understanding of Legal Services Corporation (LSC) regulations and obligations, although the position will not necessarily have primary responsibility for compliance matters.

The DLS will testify to the legislature when KLS is called upon. He will also engage in outreach opportunities with stake holders, bar associations, and others.

Working Relationship with the Director of Advocacy and Litigation (DAL)

The DLO will work closely with the DAL. The DAL serves as the macro leader responsible for shaping the advocacy vision of KLS, while the DLO will be more micro. These roles are intended to complement each other.

For example, the DAL may be responsible for developing strategic initiatives such as expanding the use of artificial intelligence tools or increasing the use of remote court appearances. The DLO would support the operational side of these initiatives, including hands-on case management support and helping ensure effective implementation across offices. Similarly, the DAL may identify substantive issues and matters challenging our client populations but the DLO may be actually entering an appearance and serving as the point person for these initiatives.

Advancing Systemic Improvements Outside of KLS

This position requires the ability to advocate for and help implement improvements in long-standing court practices and systems that affect KLS clients. Many of the most importantopportunities for improvement involve changing established practices rather than statutory law.

The Director will monitor developments in courts and court systems, including procedural changes, judicial practices, and systemic issues that affect access to justice for low income clients. The Director will identify areas where court practices or procedures should be improved or modernized and will work with KLS leadership, courts, partners, and stakeholders to advocate for meaningful reforms.

Immediate areas of focus may include improving practices related to Chapter 61 procedures, guardian ad litem (GAL) processes, and housing cases. This is not an exhaustive list of responsibilities. The applicant understands that the job may evolve and change as needs arise.
